"SPBE" e-Government system, Bringing Mohammad Hidayat Koniyo to the 55th Doctoral Degree at the Faculty of Engineering, Udayana University

The Engineering Science Doctoral Study Program (PSDIT) carried out its 55th Doctoral promotion on Tuesday 24 October 2023, at the Postgraduate Hall, 3rd Floor, Udayana University Postgraduate Building Jl. P.B. Sudirman Denpasar. Promovendus Mohammad Hidayat Koniyo, ST., M.Kom with a dissertation entitled GEMS Framework for Evaluating E-Government Applications, received a very satisfactory title.

In his presentation, Dr. Mohammad Hidayat Koniyo, ST., M.Kom explained the need for the implementation of the e-Government system "SPBE" or e-Government which continues to be improved because there are still significant gaps in government administration between regional governments. To reduce this gap, it is necessary to develop an appropriate framework and measurement model to evaluate e-Government implementation. The GEMS (Government Assessment Maturity Used Smart-PLS) framework is structured to include four dimensions, namely policy, governance, service and use. Each dimension has an appropriate index to measure the level of readiness for e-Government implementation. Before using the framework construct to measure readiness, a testing stage was carried out using a semantic equation model to determine whether it met the validity and reliability requirements. Based on this framework, a model was created that is able to measure the level of readiness for e-Government implementation, to determine which areas need to be improved in the future. Through proper assessment, the success rate of implementing e-Government systems in local governments can be increased.
